- first gotta figure out we can spend the money on
- second gotta check with other levels of government about their priorities
- must go to people affected by the pandemic
- must give short=term help to people but also look at systems, many of which failed us
- high-speed internet, broadband access needs to be improved
- lots of meetings will happen when we get exact directions about how the money can be spent
- will have 3 1/2yrs to spend the money
